Финансовый и экономический кризис оказал заметное, но неоднородное
влияние на многие системы здравоохранения в Европе, вынуждая правительства
стран, столкнувшихся с серьезными финансовыми и другими трудностями,
принять целый ряд ответных мер. В данной публикации представлены
ответные меры, осуществленные в разных странах, с детальным анализом
изменений в проводимой политике, которые произошли в девяти странах,
и более кратким обзором ответных мер политики в 47 странах. В ней
используются данные масштабного исследования, осуществленного при
участии более чем ста экспертов и ученых-исследователей в области
систем здравоохранения из разных стран Европы.
Заостряя внимание на ответных мерах политики, реализуемых в трех
областях – государственное финансирование систем здравоохранения,
охват услугами здравоохранения и планирование медицинского обслуживания,
данная книга предлагает лицам, ответственным за формирование политики,
исследователям и другим заинтересованным сторонам ценную и системную
информацию о национальных ситуациях, представляющих для них особый
интерес: от ситуации стран, действующих в условиях бюджетных и структурных
ограничений, вводимых в соответствии с требованиями международных
договоров об экстренной финансовой помощи, до обстоятельств, в которых
оказались страны, хоть и менее пострадавшие от кризиса, но все же
вынужденные с 2008 г. работать в условиях ощутимого сокращения расходов
в государственном секторе.
